Definition
In watchmaking, there are at least four distinct levels of standards, and confusing them is a costly mistake. The first level is international: ISO 6425 for diving watches, ISO 3159 for chronometers. The second is Swiss institutional: COSC, Poinçon de Genève, Qualité Fleurier. The third is German regional: the Glashütte/SA designation requires that at least 50% of the watch's value be generated locally and that key assembly phases take place in the region. The fourth is proprietary: Rolex with Superlative Chronometer (±2 seconds per day, updated in 2026 with even stricter criteria), Grand Seiko with U.F.A. (Ultra Fine Accuracy, ±20 seconds per year on caliber 9RB2), Greubel Forsey with Qualité Musée that extends finishing requirements down to the individual micro-component.
COSC is a starting point, not an endpoint. It certifies movements in isolation in 5 positions and 3 temperatures for 15 days: tolerance -4/+6 seconds per day. The seven ISO 3159 criteria measure average rate, rate variation, difference between horizontal and vertical positions, thermal deviation and rate recovery. It's an objective baseline, but tells you nothing about finishing quality or how the watch performs on the wrist.
Qualité Fleurier goes further: it requires passing COSC testing, then Chronofiable protocols (aging under extreme conditions and mechanical stress) and the Fleuritest simulator that mimics 24 hours of real wear. Rate variation must remain between 0 and +5 seconds per day. Additionally, 100% of the watch case must be produced in Switzerland, and movement finishing must meet very precise criteria. From the bench I've seen very few brands obtain this seal: Chopard L.U.C. obtains it systematically, and it's no accident that those movements hold up to visual comparison with Geneva.
The Poinçon de Genève adds the geographic dimension: assembly and regulation mandatory in the Canton of Geneva, côtes de Genève on the bridges, perlage on the plate, sharp anglage, swan neck regulator. Respecting technical criteria isn't enough: the watch must be born there. The German DIN 8310 standard, finally, certifies water resistance according to rigorous protocols distinct from ISO 6425, applied for example to Sinn deep-diving watches.
On standard balance wheel frequency: 4 Hz (28,800 vibrations/hour) is the industrial equilibrium point for over fifty years, the best compromise between chronometric stability, energy consumption and wear. Higher frequencies reduce sensitivity to external disturbances but accelerate degradation.
